i  choose  second  subject.
     every  company  has  many  workers  formed.  so, company's  important  decisions  should 

take  up  in. then ,the  company  maybe  devemlopment  of  better.
     a  important  decision  sometimes  decide  whole  company's  developing  orientation. top

managers  are  leader, but  they  should  listen  to  carefully  workers  aspirations, don't  own 

do  every  decision, because, worker's  needs  and  wishes  are  real  needs  of  company.
a   company  developed, need  top  managers  with  workers  cooperate  and  put  forward  everyone

 view  is  their  lawful  rights  and  intreasts. so, in  order  to  company  development, top 

managers  and  workers  should  say  oneself  ideas.
in  my  opinion,  second  subject  is  right!
